AdWords Managed accounts get shared negative lists among accounts
Google has added the ability to share and create negative keyword lists between Managed Accounts in 2017.
Advertisers who previously added the same negative keyword accounts manually, or used a script to automate cross account negative lists, found this news very welcome.
You could create a single list with negative keywords in the top-level Shared library for accounts within a managed account. This could then be associated at account level.
You can now share your negative keyword lists between managed accounts.
